HAVANA, Nov 11. On November 19, new provisions of the Ministry of Finance and Prices, related to Cuban Customs, will come into force.From that date, Resolution No. 232 of 2023 of the MFP will be put into practice, which establishes the rates in Cuban pesos for charging natural and legal persons for the productive technical services provided by the General Customs of the Republic. We tell you what this rule is about.
The new provision, published in the Official Gazette of Cuba last October, repeals Resolution No.38 of 2021 of the Ministry of Finance and Prices.
However, the collection of these services that have been invoiced before the entry into force of the current one, even if they conclude later, as well as those that are in the process of provision, provided that they have started before that date, is carried out as provided in Resolution 38 of March 16, 2021.
What Customs services are you referring to? Among the services whose rates are set out in the annex to the new standard are, for example, non-commercial import and export operations, vehicle inspection or the clearance of belongings.

CUBA CUSTOMS SERVICES RATES
The aforementioned resolution specifies that the non-commercial dispatch service for natural persons includes “the dispatch of accompanied and unaccompanied luggage of shipments sent by any of the means.”
Likewise, “household goods, franchises and others” also enter; for which the service fee is applied, corresponding to the amount of the customs value at the time the operation is carried out.” “The exemption from Customs duties does not exempt from payment of services for non-commercial clearance,” they clarify.
In the case of the vehicle inspection service, this applies to people duly authorized to import the vehicle and has a fee of 300 CUP.
